in the fiscal year 2020 (October 2019 – September 2020), the government has received 2,346,197 million baht of revenue on cash basis and disbursed 3,168,730 million baht of expenditure. To finance such deficit, the government has borrowed 784,115 million baht. Therefore, the treasury reserve at the end of September 2020 was at 572,104 million baht.

in the first 11 months of fiscal year 2020 (October 2019 – August 2020), the government has received 2,083,492 million baht of revenue on cash basis and disbursed 2,846,345 million baht of expenditure. To finance such deficit, the government has borrowed 593,142 million baht. Therefore, the treasury reserve at the end of August 2020 was at 355,851 million baht.

the government’s net revenue collection in the first 11 months of fiscal year 2020 (October 2019 – August 2020), was 2,159,135 million baht, which was 293,043 million baht or 12.0% lower than revenue target. Revenue collection was lower than the target due to the economic impact of coronavirus (COVID-19) pandemic and the implementation of government’s relief measures to support individuals and businesses.

the Ministry of Finance has achieved with financing Bank for Agriculture and Agricultural Cooperatives (BAAC) through its inaugural green bond issuance in the amount of 6,000 million baht, non-guaranteed, through 3 arrangers, Government Savings Bank, Krung Thai Bank Public Company Limited and the Hongkong and Shanghai Banking Corporation Limited (Bangkok Branch) which was offered to Private Placement 10 (PP10). It comprises two series, 5-year green bond (BAAC258A) 4,500 million baht with a coupon rate of 1.76% p.a. and 10-year green bond (BAAC308A) 1,500 million baht with a coupon rate of 2.76% p.a.

on the 13th of August 2020, bookbuilding was held for the Kingdom of Thailand (KOT)’s inaugural sustainability bond issuance, which is first of its kind in ASEAN. The groundbreaking transaction was highly successful with exceptionally strong demand from the investors with amount submitted totaling at 60,911 million THB, 3.05 times the announced offering and attracted an interest rate of 1.585% which is lower than the market yield of the existing 15 yr benchmark bond. Moreover, the sustainability bond attracted a diversified group of investors including banks, asset management companies, financial institutions, insurance companies and offshore investors.

the government’s net revenue collection in the first 8 months of fiscal year 2020 (October 2019 – May 2020), was 1,500,261 million baht, which was 189,695 million baht or 11.2% lower than revenue target. Revenue collection was lower than the target due to the impact of coronavirus (COVID-19) pandemic and the implementation of government’s relief measures to support additional liquidity to individuals and businesses, especially the deadline extension of several types of tax to September 2020 and withholding tax rate reduction. The revenue collection in this fiscal year is, therefore, unable to compare with the revenue collection in normal situation, which should be taken into consideration.

in the first 8 months of fiscal year 2020 (October 2019 – May 2020), the government has received 1,470,740 million baht of revenue on cash basis and disbursed 2,209,125 million baht of expenditure. To finance such deficit, the government has borrowed 392,442 million baht. Therefore, the treasury reserve at the end of May 2020 was at 265,565 million baht.

the government’s net revenue collection in the first half of fiscal year 2020 (October 2019 – March 2020), was 1,143,571 million baht, which was 15,572 million baht or 1.3% lower than revenue target and 1.5% lower than the same period of last year.

the government’s net revenue collection in the first 5 months of fiscal year 2020 (October 2019 – February 2020), was 985,343 million baht, which was 6,772 million baht or 0.7% higher than revenue target but was 0.7% lower than the same period of last year. Remittances from State-owned Enterprises, revenue collection of Other Agencies and Revenue Department exceeded target by 6,655 5,178 and 2,453 million baht or 7.4% 8.0% and 0.4% respectively.

in the first 5 months of fiscal year 2020 (October 2019 – February 2020), the government has received 1,015,148 million baht of revenue on cash basis and disbursed 1,213,483 million baht of expenditure. To finance such deficit, the government has borrowed 82,895 million baht. Therefore, the treasury reserve at the end of February 2020 was at 342,436 million baht.
